WoW Forever leveling zones and route anchors

Classic zone brackets for both factions, with every announced Forever zone, dungeon, and ship route layered on.

Checked 6 facts, 4 from Blizzard

Blizzard says the overall experience curve stays the same and there is no level scaling, so the original zone brackets are still the best skeleton for a route. This page lays out that skeleton for Alliance and Horde, then marks where Forever adds zones, dungeons, and boats, and which stretches are still unpublished.

Quick answer

Use the Classic zone brackets, then add Forever's anchors: Zephras Isle at 1-12 for Skyborne, Riverglades in the mid-30s to mid-40s, nine new dungeons from 13-18 to 58-60, and new ship routes.

How to read this route

The zone brackets below are the Classic Era baseline: the level ranges the original game assigned to each zone, as listed on warcraft.wiki.gg's zones by level page). Blizzard has not published a Forever zone-by-level table.

It has said the world keeps fixed difficulty with no level scaling, and a developer interview says the overall experience curve remains the same. That makes the original brackets a sound planning base, but not a guarantee. Forever adds quests to some original zones, and those quests may shift where a zone feels best.

Forever additions sit in their own column with a certainty label. Where Blizzard has given no level range, the row says so.

Each Classic zone carries the wiki's level range; rows group zones by where most of that range falls, so a zone such as Redridge (15-25) or Badlands (35-45) straddles two rows. Dungeon brackets in the Forever column come from Blizzard's staff post (confirmed); Blizzard has not said whether any new dungeon is limited to one faction.

Zones overlap on purpose: the original game expected players to move between two or three zones per bracket as quest levels ran ahead of them.

Forever zones without a published bracket

ZoneWhat Blizzard saysLevel range
Shen'dralasOpens south of Desolace through the Valley of Bones; tied to Eldre'Thalas and the centaur tribesNot announced
Mount HyjalAftermath of the Battle for Mount Hyjal, Darkwhisper Gorge, "emerging factions"Not announced
Wetlands additions"Gains quests and opportunities to build upon existing characters and threads"Zone baseline is 20-30
Desolace additionsCentaur faction quests "receive additional content and faction rewards"Zone baseline is 30-40

Those quotes come from Blizzard's Found Photos recap (planned). Shen'dralas borders Desolace, a 30-40 zone in Classic, so a mid-level placement would be a fair guess, but it is a guess. Blizzard has not published one. Details live on the Mount Hyjal guide and the Riverglades guide.

Classic already had boats from Menethil Harbor to Auberdine and Theramore, a Booty Bay to Ratchet boat, and zeppelins from Orgrimmar to Undercity and Grom'gol. The Found Photos recap adds three routes (planned):

  • Stormwind Harbor to Auberdine, "an early path" between continents
  • A Menethil, Southshore, and Auberdine route for leveling flexibility
  • A Steamwheedle Cartel ship from Tanaris to Riverglades' Powderfuse Port

The Stormwind Harbor boat matters most for Alliance players who start in Elwynn Forest and want Darkshore at 10-20 without the Wetlands run to Menethil. The Tanaris ship means Horde and Alliance both reach Riverglades through a neutral goblin port. Blizzard has not published schedules, faction limits, or whether the old boats change.

With no flying, these ground and sea links set travel time for the whole game.

Dungeon detours on the route

The official brackets are the most precise Forever leveling numbers published. Two new dungeons land in the 13-20 range, where Classic had only a few low dungeons per faction. City of Dalaran at 28-33 and The Drowned City at 35-40 add options for the long 28-40 stretch.

A developer interview says dungeon monster XP is brought "way down" and dungeon quest XP is much higher. Pick up the dungeon's quests before you enter, run it once, and turn them in. Repeated clears for mob XP are no longer the fast path. No multiplier is published; see dungeon XP and the full dungeon roster.

What the beta can verify

The beta opened with a level 20 cap, Zephras Isle, Hall of Thanes, Ruins of Lordaeron, and "all zone content up to level 20," with the cap planned to rise to 30. Anything above 30 is still untested in public.

The September 24 beta notes list quest fixes in Elwynn Forest, Dun Morogh, Durotar, Mulgore, Teldrassil, Westfall, Silverpine Forest, and Zephras Isle, including faster respawns for crowded objectives. Those are tuning fixes, not new brackets.

Route planning tips

  • Follow faction brackets; nothing scales down to you
  • Take Stormwind Harbor to Auberdine when it opens
  • Grab dungeon quests before each first clear
  • Reach 30s before the Tanaris ship
  • Use campfires for rested breaks outdoors
  • Spend Legacy points on Well Rested or Talented

The Legacy Adventure tree also lists Frequent Flier, which makes flights cheaper and faster, per Blizzard's Legacy article (confirmed). For rested XP, food buffs, and pacing, use the main leveling guide. For every zone's lore and status, use the zone index.

Leveling zones FAQ

Are the Classic zone level ranges the same in WoW Forever?

Blizzard has not published a Forever zone table. It says there is no level scaling and developers say the XP curve is unchanged, so the Classic brackets are the working baseline.

Where do Skyborne level after Zephras Isle?

Zephras Isle covers 1 to 12. Blizzard has not published the Skyborne exit route, so plan on the normal 10-20 zones for your chosen faction.

What level is Shen'dralas?

Not announced. Blizzard places it south of Desolace through the Valley of Bones but gives no bracket.
