In Classic, kill XP is what made dungeon boosting work. A high-level player clears the instance, and the low-level players in the group collect XP from every kill without the danger.

Forever's direction attacks the reward rather than the service. If trash kills pay little, a boost run pays little, and the quests still require the player to be there and finish the objectives.

What Forever has not said about boosting

The interview describes XP weighting. It does not describe a rule. Blizzard has not published:

The beta announcement opened Hall of Thanes and Ruins of Lordaeron first, with a level cap of 20 that rises to 30 later. The higher dungeons have no public test data yet.

How to plan dungeon runs for XP

The practical rule follows from the interview: run each dungeon once, with every quest, while the quests still pay full XP.

Enter in the lower half of the bracket. Classic cuts quest XP once you are more than five levels above the quest. Forever has not published its own quest-XP penalty, but arriving early keeps you clear of it if Classic's rule carries over, and the monsters give you a challenge that matches the design.

Fill the quest log before you group. The September 24 beta notes say several dungeon quests had been shareable and handed out quest items; that is fixed. Each player now picks up their own quests from the quest givers, so build that trip into your route.

Line runs up with Legacy challenges. The Legacy System awards points for defeating the final boss of every dungeon in three bands: levels 15 to 25, 26 to 45, and 46 to 60. A single quest run per dungeon also works toward those challenges.
