The Corrected Level Range
Use 40-45 when planning Krol'dok Stronghold. Blizzard community manager Kaivax's September 15 clarification replaces an incorrect range circulated after BlizzCon. The same post places The Drowned City at 35-40 and Alcaz Prison at 48-53, putting the Stronghold between those two new dungeons. Those are intended launch brackets. They do not specify the minimum level allowed through an entrance, a required key, or an optimal group level. The dungeon list lets you compare the wider progression.
Where Krol'dok Stronghold Fits in Riverglades
The installed beta client's area record names Krol'dok Stronghold and places its exterior under Riverglades. Riverglades belongs to the Eastern Kingdoms. Blizzard describes Riverglades as a frontier of rivers, trade routes, struggling communities, and old grudges, with quests spanning much of the mid-30s to mid-40s journey.
